Jim is a member of the Project Management Institute and has just finished an assignment, managing the construction and commissioning of 11 miles of 24” and 85 miles of 16” crude oil pipeline, complete with 3 custody measurement facilities, an initiating pump station and a mid-point pump station.

Project Manager for 12 miles of 24” and 85 miles of 16” crude oil pipeline from Guernsey, WY. To Cheyenne, WY including origination receipt/delivery facilities complete with initiating pump station, mid-point pump station and delivery facility into Frontier Refinery. Managed 5 ROW agents; 2-3 Survey Crews; and 15-25 Construction Inspectors. Developed and submitted monthly progress reports for a Project Budget of $85 million.

Developed Integrity Management Programs for existing and potential crude oil pipelines including Operating and Maintenance Procedures, Emergency Response Plans, Community Awareness Programs, Safety policies and procedures, and other documents required by DOT, Office of Pipeline Safety. Implemented Integrity Management Programs for existing pipeline companies, including follow up 6 & 12 month operational audits of IMP Programs. Assisted companies in responding to DOT IMP Reviews including representing the company at DOT Reviews.

Perform analysis of pipeline assets for clients, including detail asset analysis, operating scenarios, future capital and operating budgets, and recommendations on asset market value.

Equilon Pipeline Company, (Merger of Texaco Pipeline Inc and Shell Pipeline Company)
1968/2002

Responsible for the business entity comprised of over 5,000 miles of crude oil pipelines, gathering systems, and storage terminals. This business generated over $300 million in revenue and $175-$200 million in expenses annually.

Senior representative for Texaco Pipeline Inc, Chairman of the Pipeline Transition Team for the Shell/Texaco merger. Responsibilities included oversight of various teams involved with analysis of the physical assets, business aspects and financial condition of the two businesses. Advocate, sponsor and participant in the implementation of a “Change Management Process” within the Equilon Pipeline organization.

Member of the Steering Committee of a $120 million process change initiative that looked at almost every aspect of Equilon Pipeline's business and redesigned them to eliminate the redundant/inefficient work processes.
